Introduction & history

The Himachal Pradesh Institute of Public Administration, popularly known as HIPA, was established on January 1, 1974 at ‘FAIRLAWNS’, a place about 12 kms. from Shimla on the Mashobara road. The Institute is located in a building with a historical past. The building having serene and picturesque surroundings with well laid out spacious and luxuriant lawns was originally got constructed by Mr. R. Dixon of the foreign office of British India. Later, it was purchased by Nawab Muzaffar Ali Khan Quizzalbash of Malerkotla. On his migration to Pakistan in 1947 the property came to the Government of Punjab State, which converted it into a Circuit House. At the time of re-organization of States in November, 1966 the property was transferred to Himachal Pradesh government, which subsequently selected it for setting up the Institute.

Over time, this Institute, which virtually began from a scratch, has bloomed into a full-fledged training institution having all the facilities that an Institute of this nature is expected to have.

 

Aims & Objectives

This Institute aims at inculcating a sense of purpose, greater dedication and appropriate skills among the officers and officials of the state government in the discharge of their duties and responsibilities. The Vision statement of the Institute summarizes this succinctly and guides the Institute all the time towards this objective.

STATE ADMINISTRATIVE TRAINING INSTITUTE

HIPA was originally set up as the State Administrative Training Institute. The Institute organizes the following training programs for the IAS officers allocated to the Himachal Pradesh cadre and to the State Administrative Service Officers and other Gazetted Officers of the State Government:

STATE INSTITUTE OF RURAL DEVELOPMENT

The SIRD, HP was established in 1985 at the Institute campus under a centrally sponsored scheme and is financed on 50:50 basis by the Government of India and State Government. The main functions of the State Institute of Rural Development are as under:

To conduct short term and long term training programs for the officials and non- officials engaged in Rural Development and Administration;

To organise seminars, conferences and workshops for experts, academicians, administrators, researchers and non-officials on various rural development concerns;

To undertake action oriented research on various issues concerning Rural Development and to prepare case studies as an input for the training and

TRAINING CENTRE FOR NATURAL DISASTER MANAGEMENT

The Natural Disaster Management Division of the Ministry of Home Affairs, Government of India has a Scheme of National Disaster Management Programme. One of the components of the scheme is to assist the State Governments in strengthening the existing training facilities in the area of Disaster Management and Preparedness. For this purpose a cell for Disaster Management has been established in the Institute The Institute organizes four to five training programs every year for the officers of the concerned Departments

TRAINING CENTRE FOR THE SUBORDINATE ACCOUNTS SERVICES (SAS)

HIPA also functions as the Training Institute for the Treasury and Accounts Organization of the State government. The trainees are recruited on the basis of tests conducted by the HP Public Service Commission. The Induction training of the selected candidates is comprised of two parts (SAS-Part-I & SAS-Part-II) and is completed in a period of 1 year with examinations conducted at the end of both phases by the HPPSC. The successful trainees are then appointed to the H.P. Subordinate Accounts Service.

During the year 2005-06, all 25 candidates sponsored by the State government and 7 candidates sponsored by the HRTC (Himachal Road Transport Corporation) successfully completed the SAS training and qualified in all the exams conducted by the HPPSC.

REGIONAL TRAINING CENTRES

The HP Institute of Public Administration has also established 2 Regional Training Centres at Dharamshala and Mandi, which are the 2 Divisional headquarters,besides Shimla.  The objective is to provide in- service training to the class-III and IV officials, working in various departments of the State Government, as close to their places of posting as possible. The centres are providing training in the field of Office Procedure and Financial Administration, Service Rules, Revenue Administration, Computer Awareness and Rural Development etc. to the officials and non-officials working at the grass root level.

 

How To Reach ?

Shimla to Institute

On arrival at Shimla either at Railway Station or Bus Station or Taxi Stand near Tourist Information Office near a place popularly known as Victory Tunnel, one will have to reach Fairlawns either by hiring a Taxi or in local Mini Buses. If one chooses to travel by taxi (or in own car), the driver should be instructed to drive to HIPA, Fairlawns, located on Shimla-Mashobra Road. The place is 12 Kms. From Railway Station/ Taxi Stand. It takes about 30 minutes to HIPA and charges for Taxi range between Rs. 175/- to Rs. 200/- approximately at present.

AIR

Shimla is connected to Delhi by Air. Jagson Airlines operates 1-2 flights from Delhi to Shimla during summers. The flights are however not very regular and one should confirm beforehand about the schedules and availability. The aircraft lands at Jubbar-Hatti airport which is about 32 Kms. from the Institute. Taxis are available to reach the Institute from the Airport.

Another (and certainly much more dependable and regular) option is to travel to Chandigarh airport which is about 120 kms from Shimla and is connected by a number of regular ‘Indian’ and ‘Jet’ flights with Delhi. Taxis or buses could then be taken up to Shimla and the Institute.

RAIL

Shimla is connected by a narrow gauge railway line with Kalka which is 102 Kms. from Shimla and 30 Kms from Chandigarh. Kalka is connected by a broad gauge line with the rest of the country and a number of convenient rail connections are available. The train journey from Kalka to Shimla takes about 5 1/2  hours against about 3 ½ hours by road yet it is considered quite an experience as the train winds its way through 103 tunnels and passes through some extremely picturesque landscape.

ROAD

Shimla is well connected by road with Delhi, Chandigarh, Dehradun, Ambala and all other towns in Himachal Pradesh. A.C./ luxury buses as well as ordinary buses of HRTC and H.P. Tourism Development Corporation are available round the clock to reach Shimla.

Booking for Buses/Taxis can be made from Delhi at the HPTDC Marketing Office, Chandra Lok Building, Jan Path, New Delhi-110001 or from Himachal Pradesh Road Transport Corporation office at the Inter State Bus Terminus (ISBT), Delhi.

To the patient fighting cancer, blood means hope. To the patient with sickle cell anemia, blood means comfort. To the patient critically injured in a car accident, blood means life. Though you may never know whose lives you touch by donating blood, you can be certain that you have given them a precious gift -- the chance for another tomorrow.

Why Should I Give Blood?

Without blood donors, there would be no chances for many patients. Each year, thousands of patients lives depend on blood. The Sacramento Medical Foundation provides blood and blood components to hospitals in 17 Northern California counties, serving an area of approximately 2.8 million residents. To make sure that every patient receives the blood that he or she needs, the Blood Center must collect an average of 425 units of blood and blood components each day. Locally, less than 5 percent of those who are eligible give blood. Consequently, the lives of many people depend on the generosity of a few.
Your single blood donation may help as many as three patients. Each pint of blood can be separated into its various components -- red cells, plasma, and platelets -- and given to patients with different needs.
Blood donors touch the lives of new mothers and newborn babies, children and adults suffering from cancer or leukemia, people who need heart or transplant surgery, hemophiliacs, victims of accidents or violence, and more.

Is it Safe to Give Blood?

Absolutely! (You cannot get AIDS or any other disease through the donation process.) Nurses use a sterile, disposable needle only once for each donation and safely dispose of it after use. The only blood you are exposed to is your own.

How Much Blood Will You Take?

Each blood donation equals about one pint, which your body will not miss. By increasing your intake of fluids before and after the donation, you will be able to replenish the fluids you've given within about 24 hours.

Idyllic landscape, serene environment, cool pollution free refreshing air and pure natural bliss- Himachal waits to be felt, explored, enjoyed and cherished. The Land

Himachal extends from the plains of Punjab and Haryana to the permanent snow covered Himalayan mountain ranges. The Shivaliks take off from the plains and gentle hills roll one by one and rise in altitude as one approaches Himachal from the plains. The Shivalik, Dhauladhar, Pir Panjal and Great Himalayan ranges run almost parallel to each other and shape the deep valleys irrigated by numerous perennial streams and rivers. The valleys of Kullu and Kangra receive plenty of monsoon rains but the valleys of Lahaul, Pangi, Spiti and Kinnaur that lie beyond Pir Panjal receive very little rains. Several perennial rivers originate in the state. Main rivers that rise in Himachal are Beas, Ravi, Chandrabhaga, Pabbar, Giri, Baira and Siul. The Satluj enters in Kinnaur district from Tibet and flows through many districts before entering Punjab. The Yamuna flows on the western border of Himachal in Sirmour district.

The Origins

It is believed that the Kolorian people of Gangatic plains were the original inhabitants of the Himalayan hills who were pushed north by the people of Indus Valley (2250-1750 B.C). The earliest texts of Aryans composed around 1000 BC referred to the hill people as Dasas, Dasyus and Nishadas. In later works these people living in the Himalaya have been called Kinnars, Nagas and Yakshas. The Khashas, a group of Aryans coming from Khashgar, Gilgit and Kashmir spread throughout Himalayan region of Kangra, Kullu, Mahasu, Chamba, Gharwal, Kumaun and Nepal. They established small principalities in the hills. The Mahabharata refers to four Janpadas in the Himalaya- Audumbara, Trigarta, Kuluta and Kulind founded by Khasas. Of these Trigarta and Kuluta are identified with present day Kangra and Kullu. Trigarta finds mention in the Mahabharata, the Vedas and the work of Panini. Rivers of Himachal Chenab (Chandrabhaga), Ravi, Beas and Satluj are mentioned in the Vedic literature as Asikini, Parushni, Vipasha and Shatudri respectively.

Post Independence

On 15th April 1948 Himachal came into existence as the Chief Commissioner's province and became a Part C State of Indian Union on 26th January 1950. Bilaspur State was merged with Himachal Pradesh on 1st July 1954. Himachal Pradesh got the status of Union Territory on 1st November 1956. Kangra and most of the other hill areas of Punjab were merged with H.P. on 1st November 1966. On 18th December 1970 the State of Himachal Pradesh Act was passed by Parliament and the new state came into being on 25th January 1971 as the eighteenth state of Indian Union.

DISTRICT SOLAN AT A GLANCE

Named after Shoolini Devi Goddess, Solan is the fastest growing district
headquarters town of Himachal Pradesh. Situated on Kalka-Shimla National Highway-22, it has a unique location in between Chandigarh and Shimla. It is half way on Kalka-Shimla narrow gauge heritage railway line, built by the British. It is now popularly known as “MUSHROOM CITY OF INDIA”. At an altitude of 1453 metre above mean sea level, the town is surrounded by high hills. It is pleasant in summers and also not so cold in winters. It is well connected with Nalagarh, Bilaspur, Shimla, Rajgarh, Nahan & Chandigarh.

A  fair is held every year in the month of June. It begins with the worship of goddess Shoolini Mata. A 3-day mela is held at the central Thodo ground on this occasion.

Geographical setting
Solan town is located in the middle of National Highway 22 linking Kalka and Shimla. It
is  served by the internationally known narrow gauge railway line connecting Shimla with Kalka, the so called "Toy Train". The town is situated at an altitude of 1453 meters above mean sea level and geographically we have longitude 77o6' and latitude 30o54' passing through it. The town proper has high hills surrounding it. The Matiul peak is on the eastern side and is approximately 1986 meters. high. The Karol peak on the Northern side is nearly 2000 meters high whereas the one near Deonghat is 1984 meters high. Solan town acts as a base station for many tourist destinations like Chail, Dagshai, Subathu, Kandaghat, Churdhar peak etc.

Historical Evolution
Solan is the headquarters of Solan district. The district derives its name from Solan town
which came into existence after the construction of the cantonment here around last  quarter of the 19th Century. The Mohan Meakins brewery  was set up after the establishment of the cantonment here. The brewery  was set up  in the year 1855. The town has been headquarters of the princely Baghat State. The word Baghat is derived from Bau or Bahu said to be a hilly term meaning "many" and ghat meaning pass. Initially the state headquarters of the Baghat State was located at Bhoch in the Bhuchali pargana, but the headquarters of the state was shifted to Solan after the construction of cantonment over here. The railway line became functional 100 years before i.e. in 1902. Thus the evolution of the town can be spelt out in the following order or sequence :-
(i) Setting up of a cantonment area at Solan.
(ii) Establishment of a brewery on account of availability of excellent mineral water
in the year 1855.
(iii) Shifting of the headquarters of Baghat State from Bhoch to Solan.
(iv) Start of Kalka-Shimla rail line in 1902.
(v) Start of vehicular road movement on Kalka-Shimla road.
(vi) The urban local body i.e. M.C. Solan came into existence around 1950.
(vii) Consequent upon re-organisation of districts in Himachal Pradesh, Solan became
an independent district on 1st September, 1972 and Solan town became its natural
headquarters.

Regional setting
No settlement can be viewed in isolation for the purpose of Development Plan as it is an
integral part of its hinterland. Solan town having a population of 34,199 persons as per 2001
census is almost saturated in development. Approximately 90% of the developable land has been actually utilized under different activities. The remaining land is fast getting reduced.
Development has been taking place outside the M.C. limits  in Kather, Basal, Dehunghat,
Raboun, Anji, Shamti, Damrog and Salogra etc. The nearby settlements or towns like Subathu, Kandaghat, Chail, Rajgarh, Barog, Kumarhatti, Dharampur, Kasauli etc. are also dependent upon Solan town in many ways. People come here to use the health, educational, commercial and other infrastructure available and also bring various services as well as vegetables, food, milk etc. to meet with the growing requirements of Solan town. Thus Solan is fast acquiring the character of a regional  town and has a number of activities in and around it. A brief list is given hereunder :-

Accessibility
The National Highway No. 22 is a prominent road passing through Solan town. It is an
important road from many points of view. Firstly it is a defence road connecting Delhi,
Dehradun, Ambala and Chandigarh to the China Border. Next it is the life line of our State as all raw products, building materials, passengers, goods etc. come through this route only. Our own products go out via it. It is on account of its significance that there are today 2 bye passes within Solan Planning Area. These are :-
(i) Solan bye- pass linking Saproon and Chambaghat.
(ii) Barog bye pass linking Saproon and Kumarhatti via Anji & Raboun. The Centre
Government is also likely to undertake  the 4-laning of this road. Surveys and
studies have been completed in this regard.
Besides N.H.-22, we have many other important roads connecting Solan to its nearby
areas, towns or settlements. These are: -
(i) Solan - Rajgarh road.
(ii) Solan  - Subathu - Arki Road.
(iii) Solan - Kandaghat road via Basal and Salumana.
(iv) Solan - Jaunaji - road.
(v) Solan - Damrog - Jatoli road.
(vi) Solan - Ashwani Khad road. It will ultimately connect Solan to Herth as well as
Chail.
